A BILL to amend and reenact section seven, article one, chapter thirty of the code of West Virginia, one thousand nine hundred thirty-one, as amended, relating to professions and occupations; requiring all state boards of examination or registration to include the applicant's social security number as a part of the contents of a license or certificate of registration.

Be it enacted by the Legislature of West Virginia:
That section seven, article one, chapter thirty of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended and reenacted, to read as follows:
ARTICLE 1. GENERAL PROVISIONS APPLICABLE TO ALL STATE BOARDS OF EXAMINATION OR REGISTRATION REFERRED TO IN CHAPTER.

§30-1-7. Contents of license or certificate of registration; fee.

Every license or certificate of registration issued by each board shall bear a serial number, the full name of the applicant, licensee or registrant, the social security number of the licensee or registrant, the date of issuance, and the seal of the board. It The license or certificate of registration shall be signed by the board's president and secretary or executive secretary. No license or certificate of registration granted or issued under the provisions of this chapter shall be assignable.


NOTE: The purpose of this bill is to require boards of examination or registration that are responsible for issuing professional licenses or certificates of registration for various occupations to include the licensee's social security number on the license or certificate of registration. This requirement is mandated by §317 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The intent of the requirement is to enable the collection and use of social security numbers for use in child support enforcement.
